Abstract:

The article states that the International Criminal Court is the first permanent international court established on a treaty basis to help end impunity for the many serious crimes committed in the twenty-first century. In the organizational plan of the Court, the United Nations Commission on International Law played a special role by drafting, inter alia, the Code of Crimes against the Peace and Security of Mankind and initiating a number of other acts (e.g. model cooperation treaties). The author concludes that the establishment of the Rome Statute (a constituent act of the ICC) and the start of the ICC ´s practical activities was one of the achievements of the world community at the conclusion of the United Nations Decade of International Law (1990-1999).
