Honorary Consuls: History and Modernity

Abstract:

The article analyzes the essence of the institution of honorary consuls. The historical roots of the honorary consulate are related to the institutions of procsenia (public hospitality) in ancient Greece, pretorture and patronage in ancient Rome. In the present submission, the Honorary Consul is a person who is not in the diplomatic service of the sending State but performs some consular functions. In Russia, the normative basis for the functioning of honorary consuls is the Regulation "On the Honorary Consul of the Russian Federation" of 1998. In its analysis, the author concludes that in the diplomatic hierarchy the honorary consul is in the formal subordination of the Consul General or Ambassador Extraordinary Plenipotentiary and contributes to the effective solution of the foreign policy tasks of the State.
