Abstract:

The article deals with customs in diplomatic law: the origins of modern diplomacy and international communication lie in the acts of ancient peoples; Diplomatic law for centuries consisted almost entirely of conventional norms. The author concluded that, gradually, customs were enshrined in international instruments, such as the Vienna Protocol of 1815 and the Havana Convention on Diplomatic Officials of 1928. Special services are being established to implement such rules. According to the author, the solution of the most difficult situations in international communication, the elimination of "black holes" of diplomacy is possible primarily on the basis of ordinary norms.
