Abstract:

It is specified in article that the European states could agree about concrete measures which realization can provide more effective functioning of the European Court of Human Rights. The conclusion is drawn on finding of balance between priority responsibility of the states for observance by EKPCh and that role which the ECHR and the international mechanism of control of performance of resolutions of the Strasbourg Court by the states in protection of the rights guaranteed by the Convention are urged to play.
