The article stressed: The 1948 Declaration embodied both the humanistic principles proclaimed by the bourgeois revolutions of the 18th century, and for the first time at the universal level enshrined socio-economic and cultural rights. The author, firstly, pays attention to the elaboration of the draft Declaration by the Commission on Human Rights and its subsidiary bodies (1947-1948), secondly, to the discussion of the Declaration in the Third Committee of the UN General Assembly and at its plenary meetings (1948). The final conclusion was that the Universal Declaration of Human Rights was created in an atmosphere of cooperation and struggle, it became the product of mutual concessions and compromises of the warring parties.
