The article analyzes the process of creating and the essence of the draft EU Constitution, indicates the reference points for building European statehood through normalization. The author came to extraordinary conclusions regarding the failure of constitutional reform, including the acceleration of the development of the Reform Treaty (Lisbon Treaty). The article concludes with the thesis that the modernization of the constituent acts was the basis for global changes in EU policy both in the domestic arena (due to the expansion of membership, an increase in the number of institutions) and in the foreign (due to the positioning of the EU´s legal personality, as well as its status as an actor in international trade and economic relations and relations in the field of defense and security).
