Abstract:

The article emphasizes that the United Nations itself has indicated the outlines of the systematization of human rights norms. The first element of this systematization is the International Bill of Human Rights, which includes the International Covenant on Economic, Social and Cultural Rights, the International Covenant on Civil and Political Rights and its two optional protocols, as well as the Universal Declaration of Human Rights. The author states that all these acts, the peculiarities of their implementation in practice, are the competence of the UN special mechanism - the Office of the High Commissioner for Human Rights. The conclusion concluded that the mechanisms implementing the International Charter contribute to its "living" character, their work (including, according to the interpretation of the texts of international human rights law) fully develop, consolidate, improve the Magna Carta, allowing us to look with optimism at the guarantee of our rights and freedoms in the future.
