The article shows that the regional extremist international is represented by a number of organizations, in the activities of which both terrorist and national-liberation overtones can be traced. This is essentially a synergy of international relations, in which the desire for a new legal order, the turbulence of diplomacy, the formation of statehood, and the political non-recognition of autonomous territories can be combined. The author concluded that regional security organizations faced new challenges: in particular, the omissions of diplomacy resulted in confrontation and sanctions, the retreat of justice - a sense of impunity that encroached on the world order.
