Abstract:

The article justifies that the international legal characteristic of the population includes the status of citizens and "non-citizens" (foreigners, stateless persons), persons with many nationalities, as well as people who find themselves outside the territory of their citizenship and need protection (refugees, migrants, etc.). The author concludes that the international legal problems of the population and all its categories can constitute the subject of international human rights law, international humanitarian law and be complex. Their study within the framework of the concept of international legal personality seems to be the most valuable, and further disclosure - within the framework of all branches of modern international law.
