The article shows that the Security Council and the UN General Assembly define terrorism as a phenomenon, Which endangers or takes the lives of innocent people, Has links to transnational organized crime, drug trafficking, money laundering, Illicit trafficking in arms and illicit transfers of nuclear, chemical and biological materials, And the subsequent commission of serious crimes such as murder, extortion, kidnapping, armed attacks, hostage-taking and robbery. The author concludes that it is the responsibility of all States to effectively implement the UN ´s global counter-terrorism strategy.
