Rule-creating in the international Sports Law

Abstract:
The international sports law applies for the status of the branch of the international public law. Therefore it is necessary to answer questions of genesis of all its attributes: norms, institutes, subsectors, etc. Law-creating is responsible for process of emergence of primary elements of the right – its norms, i.e. rules of conduct of all participants of the corresponding relations. In the evolution within "progressive development of international law" the specified norms seek for codification. The conventions regulating sport passed a way from the separate rules approved at the level of the sports organizations and supported by acts of "the soft law", to the interstate codified contracts. In article it is proved that generalization of the norms regulating sport takes place according to the general standards of international law and will inevitably lead (by analogy with existing in the system of international law) to formation of institutes and the newest industry – "the international sports law".
